WorkCenter Dashboards- Configure Filter Definitions

Hello.

I am attempting to further define a specific filter, that I believe is delivered- PO_POA_SRC.

The options for fields include RECV_STATUS, which is what I would like Supplier's, in part, to filter on when they are looking for Purchase Orders that haven't been acknowledged.

I selected the field on the above filter and attempt to test, but the filter doesn't seem to remove PO's that have already been received. (There's no reason to acknowledge a PO that the supplier has already shipped and we've received.)

Am I missing configuration beyond the filter definition?

We are on 9.2 PUM 17  PeopleTools 8.54.20
