How to reach PeopleSoft PeopleTools 8.55 Deployment Packages Installation, "Customizing a PeopleSoft

Trying to set up environment with nativeOS (Windows 10 box)  by following "PeopleSoft Deployment Packages for Update Images Installation (PeopleSoft PeopleTools 8.55)" with FSCM 9.2 Image 020 from PUM Homepage.

Executed psft-dpk-setup.ps1 with the default initialization process and got "FAILED" with "Setting up PeopleSoft Database:" task as the guide mentions on page 57.

Although it also mentions,  See PeopleSoft PeopleToolss 8.55 Deployment Packages Installation, "Customizing a PeopleSoft Environment", cannot reach the doc....I am not familiar with Puppet, also...

Would anyone please help me get the doc or basic idea how to fix this issue ?

Any input would be very helpful.
