Has Bug 21961732 : ENHANCEMENT REQUEST TO ADD SHIP TO LOCATION ON PAYMENT REQUEST been fixed?

We have had this problem for some time and waited for Oracle to fix. We are not sure if this is still a BUG but not yet fixed? Can someone in the community confirm for us?  

We did a custom fix but don't want a custom solution every time something else needs to be fixed for a different issue in payment request.Thanks in advance.  Snh
