HOW TO SETUP GEOCODES IN RMS SYSTEM

Under the sales tax menu after editing the tax rate maintenance window under the tax code/rates (Taxhier) form I have to assign item Geocodes and store rates which is mandatory, but I could not find any steps to create Geocodes in the system kindly let us know the steps to proceed further. What are basic steps need to follow to create vat item?
