Turn on Fluid Approvals in 9.2 HCM UI18 PT 8.55.08

Can someone provide instructions on how to turn on fluid approvals in 9.2 HCM UI18 PT 8.55.08. I found the below documentation on oracle support but it is for 9.2 FSCM with minimum PT 8.55.10 as requirement.
