For email notifications, enter the Email Start Time and Email End Time

On the User Profile -> Notifications, the default is blank or not set for Email Start Time and Email End Time, does that mean e-mails will not go out until that is set?  Is there a matrix as to what activity triggers an e-mail?  For instance, reassignment triggers an e-mail, late notifications, e-mail, etc.. ?
