Power User - Team Security

This question is for version 11.1.2.4.

Is it possible to restrict Power User's access to Teams.  Currently, Power users can edit ALL teams in the system.  We have regional power users and responsible regional teams.  They need the access to the teams within the region only.  Need to avoid the risk they change the team from other regions.
