Trying to install PeopleTools 8.55(install not upgrade AND only PeopleTools)

I am trying for the first time to install(not upgrade) PeopleTools 8.55. I have been reading documentation for months now, I would like to try and install it.

I went to edelivery.oracle.com and downloaded the zip files for product PeopleSoft Enterprise PeopleTools 8.55 - Enterprise Development; Platform

Windows(64 bit). So that download went fine, unzipped all the zipped. So my question is now as I do not see anything in my downloads, where do I start? Shouldn't there be a file that tells the user which unzipped files to start with, a SEQUENCE of how to install this product?
