Customize Signin.html 8.53 - Select Language drop down is blank

Hi,

We have copied 8.54 signin.html to 8.53 tools. After copying this, we were not able to select any language as it was showing empty.

we need english in the drop down box.

I Just wonder why it is not showing any language in the dropdown. Any help is greatly appreciated.
