If patchsets are applied to the PUM Image before creating an initial change package, will those patc

We need to apply ACA updates from HCM PI 18, and there are 2 outstanding patchsets related to ACA for PI 18.  Should these 2 patchsets be applied to the PUM Image before creating the ACA package using Tracking groups, or should we create the initial ACA package with the patches delivered in PI 18 and then create another package after applying the 2 patchsets?
