Suspense entries are acting inconsistently when booked to a foreign BU.

The journal entry will have a base currency of INR (as expected on the foreign currency ledger) but then when we look at the ledger table, the entry will have a base currency of USD which should not even be possible on a foreign currency ledger.   Have you seen this before?  It seems to be kind of random when it is happening and it is only happening on the suspense account.  Thanks
