PS 9.2 PUM/CA applying tax update MTP Pass 'Error - Project not found on source database.'

We have recently upgraded to PS 9.2 and this is our first attempt at applying a tax update using PUM/CA.  We successfully ran the initial pass using the PUM/PI 18 to create a Tax Update 16C change package and CA to apply change package to a target db.  We are now trying to apply the tax update to our other environments with CA in 'update manager' mode and selecting MTP.  The job is created but we are getting the following error on the  'Copying Update Project - Part 1' step: 'Error - Project not found on source database.'   We are
