Does Journal Upload log a CREATE on the GL_AUD_JRNL table?

We have activated Journal Logging and found that the Journal Upload does not log a CREATE event on PS_GL_AUD_JRNL.  Has anyone else experienced this?  It appears that the only actions logged are those performed within the PIA, like the Journal Edit and Journal Post.  We see the EDIT and POST events with no CREATE event for journals that were uploaded.
