Does a change in Install address on Order in OM trigger OIC to collect again?

in Incentive Compensation - EBS (MOSC) Question

I have an order in booked status. I have paid in OIC on this booked order. The next month before financial install, the ship to address (install address) has changed and it is being installed in a different territory (different rep). The order has financially installed now. I can see from the AR collector that the correct non signer (installer) is being paid from the invoice (AR collector). But on the OM order I am still paying the original rep from order for the installing(non signer). This is not what I was expecting.

We pay 25% to signer and 75% to installer on both OM and AR collected data.
