ODSEE 6.3 Password Policies

Need some help.  Working on an old ODSEE 6.3.1 platform, and have created a custom password policy, enabled the Strong Password Check plugin, but need the character set to be different on the custom policy than on the default policy.  Is this possible, and how do you going about doing it?  I have not been able to find any documentation on how to do this.
