High CPU Memory usage after upgrading to PT 8.55.08 from 8.53.14

Environment was just upgraded to 8.55.08 Tools from 8.53.14. It was an in place PeopleTools Upgrade only.
Tried this resolution below which helped a tiny bit. But still CPU/Memory just shoot up to 90~100%.
Tried RECYCLE counts of 2000 / 1000 - and going to 500 risk of too many APPSRV restarts.
Also tried some Memory limit options but issue is appears each PSAPPSRV goes to about 1GB Memory pretty quick. With 2 App Domains and 15 services on each - it quickly gets to 30 GB Mem
ProcessRestartMemoryLimit=850
So trying to check on Other sites which may have recently Upgraded to PeopleTools 8.55.08 and seeing a similar behavior.
Same is seen on WebSphere webservers high memory usage.
