Upgrade path for HRMS8.9/tool 8.49 to HRMS 9.1/tool 8.54

Hi,

Our PeopleSoft is very old and want to do an upgrade.  Besides the HRMS 8.9/tool8.49, we also have Portal 8.9 on tool 8.49.  Our plan is to do the tool upgrade first so the business can have support browser and address other security issues.  After the tool upgrade this year, then we will plan on the application upgrade sometime in late 2017.  It will be 2 separate projects. 

According to DOCID 1268901.1 and 1052413.1 certified upgrade path for HRMS8.9 and Portal 8.9 is from Tool 8.52.x.  In  DocID 1348959.1, it says

"Customers that have upgraded beyond the last certified PeopleTools release will encounter upgrade issues.  In that event, you will need to (1) upgrade to the latest available PeopleTools release and (2) use the corresponding Upgrade Editing Instructions document to modify the application upgrade templates to work with the latest PeopleTools release.  You will be responsible for resolving any issues encountered during the upgrade.  The
