Trying to upgrade PeopleTools on FSCM 9.1 from 8.50.27 to 8.55.10 and encountering issues. Is there a direct upgrade path for going from 8.50.27 to 8.55.xx?

Problem Description

We're trying to upgrade PeopleTools on FSCM 9.1 from 8.50.27 to 8.55.10 and we're unable to see the packages listed in the Change Assistant Change Package Wizard. 

We have setup new web, app and db servers with 2012 R2 OS and SQL Server 2014, imported a copy of the production database to SQL Server 2014, ran 8.55.10 DPK's to install PS_HOME, Tuxedo, and Weblogic. We then installed Change Assistant so we could apply the database change package, which is when we experienced the problem of Change Assistant not showing any of the packages in the directory we placed them in when we try to select zip file in the Change Package Wizard.
