Stuck at OHS Instance Configuration

Hello,

I just installed oracle http server 11.1.1.7 successfully.

After that I ran

$MW_HOME/Oracle_WT1/bin/config.sh

And used the staticports.ini file for port configuration.

Here the problem raised. For all ports, I got the post busy error (INST-09074). I never faced with such a situation. selinux is disabled.

I tried almost 10 different ports but I am having this error constantly. The log lines are below
