can Sourcing Award Approval workflow/ PONAWAPR be customized?

can Sourcing Award Approval workflow/ PONAWAPR be customized? I want to add a function in the main Sourcing Award Approval Main Process but it is at customization level = 20 and protection level= 20 and I am not able to update the levels thru workflow builder. Is there any other way to enable the customization and protection level in the wft?
