Process Scheduler - Emails to Locked Users

When we run processes/reports and specify distribution list by Roles, Process Scheduler sends reports/log files to users who are locked and have the roles specified in distribution list. Is this the expected behavior? Why would emails be sent to users who are locked in PeopleSoft?

We are on 9.1 tools 8.51
