PeopleSoft AP Voucher Upload row limit?

Has anyone experienced issues with the Voucher upload template limiting the number of vouchers? I have a user who is attempting to upload 1015 vouchers on one worksheet. Each voucher has between 1-5 lines / distributions. When I check the voucher header table, it cuts off the 1st 15 vouchers every time. Is 1000 the max number of vouchers that can be loaded? if so, where is that limit enforced? Hopeful someone else has run into this and maybe has a work around. We are able to load single vouchers with thousands of lines/distributions with no issue.
