Awarding one RFQ /RFI to multiple suppliers

Is it possible to award same RFQ/RFI to multiple suppliers. In public sector we need to award same RFQ/RFI to multiple suppliers. say award 1 Million dollars to 3 suppliers. The PO for 3 suppliers are not supposed to exceed 1 Million. Buyer can award PO against the same RFQ to any of the supplier within the 1 Million.
