Missing Approve Menu in Approval review (P43081)

Hi,

Im using application JDE 9.0 and tool release 9.1.3, in the application "Approval Review" (P43081) after selecting the order and clicking Form exit, i could not see an approve button. I check the approval route code and my setup is correct. I also check my address number in address book and i have search type = E,
In P0092 the address number in the address field is the same as my address number in the approval route code.

I also check the security of the role that can access the application and it is 1 only.
