question regarding setup of hr dmo

Disclaimer:  While I have extensive experience as an Oracle dba, I have no direct experience with setting up PS applications.  Just my working with the people that support those apps in our organization.

I was asked by our developer that supports PS HR to assist with her DMO installation for HR 9.2.  The installation was done on a Windows 2012 R2.  She ran the installation herself and was unable to connect to the database, so called me for assistance.  After getting her back in business, I have some questions about the rational for what I found - for how the PS installation of the DMO system sets some of this up.  Note that I am not asking for technical explanation of how the database itself works, just the rational for the setup.
