Row level security - Changes based on work performed

Hi All,

I have a scenario where we have Managers with direct/indirect reports who have access to MSS, ESS and misc other core pages(ie: Job).  For them, I would normally assign a row-level permission based on the correct node on the dept security tree to allow access to only their employees.  My problem is that these managers manage the Help Desk and need access to a custom view for ALL employees to verify them before they can assist them.  Is there a delivered solution or a configuration that I setup to handle these different population of employees based on the work they
