vat_item table not getting updated

Hi,

I have changed the vat_rate of a particular code from 8% to 0%  and expected that the vat_item table will get updated for all the existing items (of that vat_code), with the new vat_rate, after running VATDLXPL batch. But the vat_item table still has items with old vat_rate.

All items are tran_level items and the vat_type is Retail. I had given the active date as vdate.

When does the vat_item table gets inserted/updated with records?
