Where do I find the installation media for MicroFocus Server Express 5.1 WP11?

The version of COBOL certified for PeopleTools 8.55 is defined as MicroFocus Server Express 5.1 WP11. Where are the install files located? Oracle Software Delivery Cloud shows Microfocus Server Express 5.1 WP8 as the highest version available. I also do not see MicroFocus Server Express listed on the manifest pages for HCM 9.2 Upgrade Image or HCM 9.2 PI 19.
