View/Hide Comments in Approval Monitor

We have upgrade to PT 8.54.18 recently and noticed that when there are comments entered at any step in the approval process, the 'View/Hide Comments' link does not display until the user expands the step.  Is this intended?  Due to this change, approvers do not know if there are comments to view, unless they expand each step of the approval process.  In our previous version of PT (8.53) the 'View/Hide Comments' link was always visible if there were comments entered at any step.
