Siebel IP2014 Open UI theme gets removed after siebel server restart

Siebel IP2014 Open UI custom theme gets removed after siebel server restart, there are few .spf files getting generated with zero size, and only when these spf files are deleted, server restarted, that the theme comes into effect. Everything was working fine till few days back. Nothing seem to have changed otherwise. Can anyone please suggest and help.
