Using Chrome v54 our pushbutton/links in ESS don't open external vendor web pages.

Using HCM 9.2. PeopleTools 8.54.07. We are in the middle of Benefits Open Enrollment. We have two custom pushbuttons on the W3EB_ENR_SUMMARY page. We've used them for several years to link to two separate vendors to offer benefits to our employees. Using IE 11, both pushbuttons open a new page at the vendor's website which is exactly what we want. Chrome does not do anything - no error and no open page.

Does anyone know if this is a PS server setting, a personal browser default issue or a vendor web site thing?
