Change Assistant target database user id minimum permissions?

We are in the process of setting up our Release Management staff with PS user ids so that they will be able to run CA to migrate tax updates to production (PS 9.2).   Due to audit requirements around production access, we need to set up these user ids such that their access is restricted to only what is needed for CA migration.   We haven't been able to find any documentation that specifically states what PS security permissions are required for the target database user id.   Does anyone have any info on the target database user id permissions?  Thanks!
