Query Manager - securing delivered queries

Is there a way to give users access to create/modify public queries, but restrict them from changing the delivered queries that are associated with reports and processes? So for example, if I run a Match Exceptions report, there’s a query APY1090_Match_Exceptions that supplies the data to this account. Both the report and the query were delivered with PeopleSoft. I want to restrict the users from modifying the APY1090 query. They can copy it and create a new one under a new name, but the original query is read only. Is this possible?
