How to limit PeopleSoft transactions over personal mobile devices but not on PCs?

Greetings,    We are working on a project to rollout the Mobile Approvals transaction to our users on their personal mobile devices. We only want users to be able to do this one transaction and nothing else, even though they have access to many other transactions in PeopleSoft. We have gotten close to this by creating a tile for Mobile Approvals on our Interaction Hub fluid home page that connects to FSCM 9.1.
