"<OAM-30022> Error in creating the credential store (wallet)" while registering WebGate 12c with OAM

I have the following installed on one machine (machine-A):

- Oracle WebLogic Server (12.2.1.1.0)

- Fusion Middleware Infrastructure (12.2.1.1.0)

- SOA and BPM (12.2.1.1.0)

- Oracle HTTP Server (12.2.1.1.0)

and the following installed on another machine (machine-B):

- Oracle Unified Directory (11.1.2.3.0)

- Oracle Identity and Access Management (11.1.2.3.0)

The WebGate plugin is installed with Oracle HTTP Server 12c and I was able to configure it successfully on machine-A.  However, when I tried to register it using "oamreg.sh" on machine-B, I got this error:

SEVERE: Server side error occurred. Specific error messages are:<OAM-30022> Error in creating the credential store (wallet) : ./output/webgate-ssl/aaa_cert.pem (No such file or directory)
