HCM PI 19 - RFU template appears incorrect

Upgrading from HCM 9.1 tools 8.54 to HCM 9.2 tools 8.55.

I have downloaded HCM image 19 into virtual box and created
the RFU (required for upgrade) change package and the UPG – upgrade template.

I am using HCM upgrade image 2 as my source demo database
also in virtual box.

When I attempt to apply the RFU template via change
assistant it appears to be running all steps associated with an actual upgrade
– and the actual template is quite large.  

The template exported all tools tables from Image 19 and
imported them into the upgrade source image.   This does not seem
correct?? 

So my question is – when I apply the RFU change package am I
