Manager Self Service In View ONLY & EEs able to sumbit Transactions

Every Monday morning we change the MSS to VIEW ONLY to allow for Payroll Processing and ensure certain transactions are not updating Job which could cause some payroll processing issues. The View Only period remains until Tuesday morning. We change the access to VIEW ONLY but appears some managers have been able to submit transactions. In speaking with one of the managers, he mentioned when he first accessed the page it was greyed out (VIEW Only0 and then he navigated to different MSS pages and return to the Terminate Employee and the page was available to submit a transaction. So
