PeopleSoft issue... Cannot build Verity collection

I installed Verity 6.5.1.1 on the PS_HOME on a Windows 2012 R2 machine. I then updated the psappsrv.cfg to have the value of "Deployment Type=1". I reconfigured the Application Server and booted it up. When I try to run the "Build eProcurement Verity Collection" (Navigation Main Menu > eProcurement> Administer Procurement > Maintain Items > Build eProcurement Verity Collection" and add a new run control, I get the following error message:

PeopleSoft Search has not been installed. (145,21)

The components needed for PeopleSoft search have not been installed, or there is some other error with the search backend.

Nothing shows up on the log files that gives me more information on the issue. I also get the same error message when trying to create an index collection using the navigation Main Menu > PeopleTools > Search Engine > Filesystem Indexes > Add new value
