Is it possible to create a Tile/CREF that takes you to a specific Landing Page?

I know this question may sound silly since you can use the dropdown to select another landing page once your on any landing page, but my customer is asking me to find out.

If there is a way, please let me know the specifics of how to create the Tile/CREF so it would take you to a specific landing page. An example Cref/Tile that goes to Self Service for instance, would be helpful.
