Users in OID not syncing into EBS fnd_user table

We have integrated EBS with OID successfully & then loaded users in OID via AD (DIP option) & also manually loaded few users to OID.

However these records are NOT provisioned to EBS. Only from OID to EBS is not happening.

Point(s):

1. What ever we created the user (on OID), we have validated & also in ods-diagnostic logs also shows DIP processes this user record successfully. No errors identified at DIP level.

2. In the same time, when we check the EBS provisioning summary (on DIP level @ EM), it shows successful message & also the count got increasing. However records are not pushing to EBS. Any pointer on this?
