Help needed finding a bug number on Oracle Support

in PeopleTools and Lifecycle Management - PSFT (MOSC)

In a compare report generated by comparing a project of application changes required when upgrading to Tools 8.55, the following comment appears in Application Package PeopleCode for EO.CA.Address

/* Bug 13574234 - do not add any hardcoded prefix to address labels, this is not translateable. */

I've tried searching Oracle Support for that Bug Number, but cannot find it.  Can anyone help me find information on this bug?
