Cannot generate WADL for Service PT_MAPFLUID1_MAP.  Failed to find Message: 涠ࠀကꀸ㵸ࠀ

Unable to provide REST web service. Cannot generate WADL for Service PT_MAPFLUID1_MAP.  Failed to find Message: 涠ࠀကꀸ㵸ࠀ message shows up when trying to view WADL. Below is a delivered REST webservice. The custom REST service shows the same error, so tried checking up with the delivered service and in both cases we see the error message .

This is not happening when the request message is blank though.
