Get BASE64 string from file

Currently we are using PeopleSoft Attachment Framework to attach files which we send to an external FTP file server.

We have a new requirement to pass encoded BASE64 string from the attached file (tiff, jpeg, pdf, doc, rtf, etc) to an external web service.

Also have requirement to retrieve BASE64 string from web service to then decode and display attached file.

Can you please share how to do this in PeopleTools?

Environment: PeopleSoft v9.0, PeopleTools v8.49
