RSB-OSB licensing

Could some one please confirm the licensing aspect of OSB , my understanding when we use RSB Decorator PAKS (ex: RsbAppServiceDecoratorPak15.0.0ForRms15.0.0_eng_ga.zip)  for integrating RMS with 3rd party applications we would not need example and external financial system leveraging the web services API to send vendor information to RMS .  In which scenarios would we need to buy a separate license for OSB. We are trying to configure Weblogicserve to use RIB AQ JMS as a foreign JMS server to have all the JMS RIB topics available for external systems. 

Would we need to buy a OSB license in this use case?
