PolicyObjectNotFoundException: JPS-04028: Application with name "cn=SystemPolicy,cn=opssSecurityStor

Hi,

I am trying to move my existing SOA environment from one db to another.

I have created new SOA schema using RCU 12.2.1.0.0 in DB1 machine and pointed the existing SOA weblogic server (updated data sources ) to this DB1. I want to run the MDS configuration

using EM console to install my soa apps. But when I started the weblogic server, I can see

' [partition-name: DOMAIN] [tenant-name: GLOBAL] Scanning of system policy failed. Reason oracle.security.jps.service.policystore.PolicyObjectNotFoundException: JPS-04028: Application with name "cn=SystemPolicy,cn=opssSecurityStore,cn=JPSContext,cn=opssRoot" does not exist.'

in the server log.
