Workflow delegation Standard functionality not working

Please note that the standard functionality is not working. Not sure if the last update from Oracle Support means to say that the test case (which conforms to the standard functionality) is not correct.

Step 1: User A Submits a journal

Step 2: User B (Supervisor of "A") approves the journal.

Step 3: User C (Supervisor of "B") can now see the journal in his worklist. "C" has given the work list access to user "B".

Step 4: User C has not taken any action on the notification yet.

If User "B" tries to access "C"'s worklist, he ("B") should not see the approval action buttons. As the notification (from Step 2) has the attribute FROM_ROLE set to User "B" he should not see the approval action buttons.
