Cannot access nvision log file when a report or a reportbook is run to file

We are on FSCM 9.2 / Tools 8.55.08. When a user clicks on a View Log link from process monitor for a report which was run to file they get the signon page with " You are not authorized to view the report" message. The report was run by the same user so there is no attempt to view somebody else's report. I have noticed that the distribution data is not populated for nivision when report is run to file. If we grant ProcessSchedulerAdmin role the user can view the report just fine. Tables that are accessed when you click
