Peoplesoft AWE approval process userlist information

Hello all,

I am working on a HR transaction approval project. The requirement is as follow.

When the HR analyst initiated promotion, it needs to route to the employee manager level 5 and up to the CEO of the company. We are using position management.

In the approval process setup, do I need to created multiple dynamic or static steps? Do I need to create multiple user lists ?

Please share your thoughts. I need help on to write the user list code and setup of the approval process.
