Verification of the Signature has Failed

in Core Workflow - EBS (MOSC) Question

SR 3-13500098971 The customer loaded SHA2 certificates for new users certificates but when they take action on a notification to approve a requisition they get error Verification of the Signature has Failed.  SHA1 is working well for existing users.
