2016 1099 Update - APX1099CT Recipient font size too small

We are testing the 2016 1099 Update in our test database and have noticed APX1099CT Recipient font size is too small.  (We are on v9.1)  Has anyone else noticed this issue and is it an easy fix using BI Publisher?  I checked the same form from last year and the Recipient font was larger than the Payer name and address, this year it is smaller...
